How does the Azure NCE provisioning work?

During the Azure NCE provisioning process, the user would need to provide the following information:

  • If the customer has accepted the new Microsoft Cloud Agreement.
  • If the customer owns the tenant domain (e.g. by creating a verification user in that domain via their Azure Portal.
  • The system requests the above information by creating "Inquiry" requests below in end customer control panel. Please look out for the Inquiry requests in the customer control panel (example image below) and complete so that provisioning process can continue.
  • From Dec 1st, 2020, Microsoft Cloud Agreement is pre-validated.
  • The Inquiry Request will appear at Customer Control Panel - complete Activation Form

Is there a need to accept the Microsoft Cloud Agreement?

Yes, the End Customer Microsoft Cloud Agreement (MCA) has to be accepted before the subscription can be successfully provisioned.

The below Inquiry Screen requests confirmation that the end customer has accepted Microsoft Cloud Agreement. Answer "yes" if the customer has accepted the Microsoft Cloud Agreement for the provisioning process to proceed.

Will the Tenant Domain be validated?

During subscription creation, if an existing tenant is being used, then customer needs to prove ownership of the tenant. The provisioning process will pause until a verification user (as shown below) is created in his tenant in the customer's Azure portal.

The example below shows user "YX...029" needs to be created in the end customer tenant to validate ownership of the tenant domain. For new tenant domain, please confirm that the domain (e.g., is available and not owned by anyone else.

Can we transfer Azure NCE subscriptions from one partner to another?

Partner to Partner transfers for Azure NCE are not currently possible due to Microsoft limitations. Microsoft is currently running a pilot program which Ingram Micro is participating in. Please contact Business Operations to confirm availability.


It is not possible to execute a partner-to-partner transfer from Azure CSP Legacy to Azure NCE, or Azure NCE to Azure CSP Legacy. It is recommended to transfer from Legacy to Legacy, or NCE to NCE.

Will Azure Cost Management (ACM) be supported on Azure NCE?

Yes, Azure Cost Management is supported under NCE. If you are facing any trouble in activating or accessing it, please reach out to the Business Operations team.

ACM Provides an Estimate

The Azure Cost Management tool only provides estimates for the customer, so it is not guaranteed that the invoice generated by Azure NCE will match this exactly. Azure cost management provides only an approximate view of the preceding month consumption of the customer. Additionally, ACM does not currently reflect any discounts or credits the customer may have received for their usage.

This decision to utilize Microsoft invoice data, as opposed to Usage Data, was a strategic decision to reduce discrepancies and disputes related to invoice reconciliation. This should be perceived as a competitive advantage versus our competition, who still use Usage data for invoicing in many cases.

"Microsoft Customer Agreement accounts and individual subscriptions with pay-as-you-go rates only include usage from Azure and Marketplace services. Support and other costs aren't included. Costs are estimated until an invoice is generated and don't factor in credits."

Usage & Consumption Reports

For Azure NCE, the consumption and costs reports (month to date, previous months, etc) can be downloaded via Azure Cost Management tool.

How does invoicing work for Azure NCE?

Azure NCE is based on monthly calendar billing cycles. It retrieves the invoice data on 9th of every month for the preceding month billing period. The invoices contain information of customer Azure services (top five). The detailed usage information (also for downloading) is available only via Azure Cost Management tool (in the End Customer's Azure portal). The images below show an example invoice and ACM view.

What currency exchange rates will be used for invoicing?

The billing currency exchange rate is based on the End Customer's location currency (as determined by Microsoft) converted to the currency configured in the CMP (as determined by Ingram Micro).


For EU/EFTA regions, Ingram's location currency will be used instead of end-customer's location currency.

The currency exchange rates are obtained via API; The Microsoft published Currency Exchange rates for NCE/Modern Commerce. Microsoft publishes Currency Exchange rates (to be used for consumption costs) at the start of every month. When the invoices are generated, Azure NCE uses these published currency exchange rates to convert to the marketplace currency.

For Azure NCE pricing is based off USD, and converted to the below currencies. For end customers located outside of these currency regions, Microsoft determines a different local currency than the one used by that country. In many cases this is either USD or EUR depending on the location.

Microsoft provides currency exchange rates for approximately 160 global currencies. Azure NCE on Ingram's Cloud Marketplace offers the following capabilities:

  • The ability to manually override the currency exchange rate published by Microsoft.
  • The ability to define a manual currency exchange rate for any currency not included in the list of 160.
